The Times: Every Israeli strike in the Gaza Strip goes through 11 or 12 stages of approval before it is carried out, said Israeli Air Force Chief of Staff Eyal Greenbaum. He emphasized that the army strictly adheres to the rules of engagement, according to which the number of civilian deaths must be proportional to the importance of the target being hit.

▪️ Greenbaum held Hamas responsible for the civilian casualties, saying the movement makes civilians part of its war machine. “Unfortunately, there are a lot of casualties. We try to avoid these casualties. But Hamas-Isis uses civilians to be part of this war. Despite this decision we try to avoid civilian casualties, but unfortunately sometimes in this war it happens,” he said.

▪️ Israeli officials say the Gaza Health Ministry’s death toll cannot be relied on because it is controlled by Hamas. Greenbaum did not elaborate on whether the numbers were exaggerated but acknowledged that Israel has yet to provide its own estimate of the death toll. In wartime, it is “difficult” to do so.
